Need help with Heatsinks

So I'm planning on buying my stuff for my first ever build and its not too expensive, and the components are listed below. But I need to know if my heatsink is really necessary with the CPU I'm building with. If there are better alternatives to this I would like to know.

My components:

Intel® 7th Generation Core™ i5-7500 Processor

Asus PRIME B250M Plus Gaming Motherboard

Corsair Vengeance LPX 8GB DDR4 DRAM 2400MHz

ASUS PH-GTX1050TI-4G 4GB DDR-5 Graphics Card (I might go for a Gigabyte as this is too expensive in my country)

COOLER MASTER HYPER 212X CPU COOLER

or

Antec A40 Pro CPU Cooling(cheaper)

550 Watt Thermaltake PSU

I need to know if the CoolerMaster is really required for my CPU or not. If not, then can I use the Antec A40 Pro instead?

I am very new to building and this is my first build and this is the stuff I've chosen, feel free to express your opinions on the components.

Thanks beforehand!

Use the stock cooler.
By the way what's your PSU model?

If you're buying a non -K CPU a aftermarket CPU cooler is not needed. Your CPU is a intel core i5 7500. Without a -K, so you don't need an aftermarket cooler. You can just use the stock cooler that is included with the CPU :D

BTW:

If you tell me your budget + region I can help you with other components as well :D

This is your pcpartpicker list. On this site you can compare different components and add them to a list. As you can see you miss some components. Do you allready own these or did you forgot them? xD (You missed the case, storage and a operating system (probably windows 10)

My own build: RΛZΞR theme

CPU: Intel Core i5 7600K // CPU cooler: Cryorig H7 // Motherboard: MSI Z270 gaming pro carbon //

Not a great PSU. Consider a better PSU.

My budget is not a penny above 730 USD, this is including the tax in my country, where all components are more expensive than in the USA. And I think I will be choosing Case later

Should I go for a 630 Watt?

Remember the golden rule: PSU quality is not judged by wattage.
Get at least tier 3 PSU from the tier list:

Also I will NOT be running an M.2 or SSD, I know it helps performance a lot but in my country M.2 is extremely expensive and SSD as well. I think I will be running a regular 1 TB HDD

Ok since the Heatsink is out of the equation, I can spend more on the PSU now. How about a Antec Neo Eco 550M BR 550 Watt Power Supply

But do you guys think 550 Watt is sufficient to run my rig?

I'm pretty sure it is. I honestly don't know.

I'm pretty sure it is, but my friend says it won't be OK.

550W perfectly fine.

According to the tier list it is a tier 3 PSU so it's not bad

Okay then. I will get 5 case fans in total, 2 exhausting, 3 intaking resulting in a positive airflow. Do you think its ok or should I go for 3 exhausting and 2 intaking?

5 case fans? That's overkill xD

I prefer intake more than exhaust. No dust accumulated.

Yeah I know, but I got around 6 120mm's in store so I wanna make use of it. Should I only get 120mm's or 90mm's(or smaller) as well?

120mm better than 90mm in terms of performance and noise.
