Upload speed problems

Hey guys, I am meant to be getting 10mb down, 2mb up. My down speed is always 7-10 yet my upload atm is .01-.4? Tends to go down when my brother turns on his computer (not even doing anything on it) Anyone know what the issue is?

it is probable then that your brothers computer is uploading things, a lot of times  this is caused by malware or viruses stealing data or using it as part of a bot net. He should do a malwarebytes scan on it.

I got him to do a virus scan and it said his machine was clean

If it's normal when no one else is connected to the same internet it's obvious that his computer does something in background

That's what I'm saying to him but he won't listen, he got into computers about 5 years before me so he thinks he knows everything

He needs to do malwarebytes from malwarebytes.org as virus scanners dont always pick everything up.

I'll ask him, he brought up a chart though and it said he wasn't using any data? ._.

Well if there is a strong correlation between internet speeds when his computer is on and when it is off... I see this on a near daily basis at work as an ISP engineer.

I pretty much know it's his computer as my ping on a game was 40 when he wasnt home and my dad was using his laptop, downloading some things for work, then when he came home and went on youtube it shot up to 1500
