oh and when i troubleshoot the wired symbol thing it says 

"Windows could not automatically detect this networks proxy settings" could that effect anything?

Aha! So we have found the area of issue.

Windows thinks the link is only capable of 10Mbps

If you right click on the adapter > Properties > Configure > Advanced > Speed & Duplex

If you change it to 100Mbps or 1Gbps, I have a feeling you'll lose connectivity but if you could try to set it, just to make sure, and if you lose connectivity set it to Auto Negotiate and you should get connectivity back.

Are you using a proxy by chance?

ok will try that in a minute. i changed it to 100Mpbs and it just disconnected

Some good diagnostics here.

Don't wanna interupt but I will anyway :D

 

- The NIC gives you a PHY of 10 Mbits? If you have a laptop, plug it into the same, last device your pc is connected to: switch/router/modem/AP. Do you also have a 10Mbit connection rating there?

- Yes? Reset all networking devices. Then unplug powerline-adapters one by one if you have any. And report back.

- No? Connect that laptop to the end of the same ethernet cable your pc is on.

Does it now show 10Mbit? It has to be the cable, if not then its the PC, check if Ipv6 is going ok: ping www.google.com should return an ipv6 result.

What he is saying is to test the cable you are using with another computer/laptop if possible... this will tell us whether the cable is at fault or the PC. I must have missed that out in the confusion, lol.

 

Basically what we need to test is:-

 

  1. If the cable works at Gigabit speeds when plugged into a different device.
  2. If the PC works at Gigabit speeds when using a different cable.
  3. If you've already updated the driver, tried to set the properties to 1000Mbit/s full duplex and still no luck, then only thing left is to <disable the connection>, and set up a new connection and see if that fixes it.

If the answer to [step 1] is YES, then we know the cable is good, and can skip [step 2], and go to [step 3].

If the answer is NO, then move onto [step 2], because we can't assume that [step 1] is conclusive.

If [step 2] is YES, then job done the cable was at fault, if NO, then move onto [step 3]

I think (hope) it's a bad cable but you make some good points to double check things. Right now when he forces it to 100Mbps or 1Gbps then he loses connectivity, so something either along the path (the cable) or at the other end (the router) is forcing 10Mbps.

im running windows 10 and i have updated all drivers but still nothing

If you have another device you can try connecting up, such as a laptop or another PC, try doing so from the connection to your computer and see if you get the same results. Then try connecting that other PC to a different port on the router/modem and see what you get from a speedtest. If not, can you try a speedtest with the phone and let us know what you get with that?

 

If you're able to do the first option, that would be ideal, since it can let us know if the cable in the middle is the problem, or the modem/router itself. The test from a phone or wireless device will let us know that at least the router/modem is able to handle the speed you're paying for.

ok i tested it on a laptop and it works with 100 Mbps full duplex but not 1GB

i have tried a speed test from a laptop that is wireless and it got 50 Mbps and when i plugged ethernet in it worked at 100Mbps full duplex

Did it work at 100Mbps when plugged into the same line as your computer?

Ok, so that narrows it down to a problem with the motherboard's NIC itself. It's possible the NIC is damaged, but highly unlikely since you mentioned all you did was reinstall Windows 10.

Is there anything else you can think of by chance that you had installed before or perhaps installed this time that you didn't have installed before? I'm thinking either some program might be interfering with this, or possibly the Windows install messed up just enough. Try to uninstall everything and let Windows use the default driver, I'm sure you tried this but just want to mention it.

 

As a last resort you might need to try a Windows re-install one more time, but hopefully we can avoid that :)

Try another cable, at the moment you have tested 2 devices with that same cable/port and they both test out at 100Mbps, so trying another cable and/or port on the router with both devices would narrow down the problem for us maybe, or at least make us look elsewhere... I suspect that the cable may not be cat5e, or that the port you are using is only 10/100 rated, check the router to see what it says, also could you post here what make and model router you have please? also, might be a good idea to get another cable if you don't have one.

At least we definitely know it's not anything ISP side of the equation and that you are getting the speeds you pay for, just that something in your equipment is not up to spec or has wrong settings applied, or both.

Umm, hope I haven't missed something above, I know you say it's tested out at 100Mbps, but should be showing Gigabit surely?  I know you can't get over ISP speeds, but didn't know if you need to transfer stuff internally which you would most definitely not want going at 100Mbps. That's why I asked the above.
