Can't change fan speed...

Trying to change the fan speed of my gtx 1060 ftw through XOC, and on the fan slider it continually says that my fan is running at 0rpms

You have to set fan control to manual mode, the fan will by default run st 0rpm on 0% load.

The majority of new gpu's will shut the fan off till a certain temperature is hot. Then the fans come on. As the work load decreases the fan will shut off again to keep noise down as well as conserve power.

That's the thing, I did and it still says 0rpms, even when I push the slider all the way up
