PC Images artifacting

So, I'm having an interesting problem. Images on my PC (wallpaper, skype photos, etc) are artifacting, but nothing else. I haven't tried loading a game yet since I just reinstalled windows so I need to redownload them but I have tried a couple different drivers and they all have the same issue. Any ideas?

Most likely your GPU. Do you have a overclock by any chance? Otherwise I would RMA the card

No Overclocks. I've had this card for a while without any issues. I did just recently upgrade to a 7700k, new mobo, and new ram. Could any of those be the issue?

Was tinkering a bit and noticed it only does it when my monitor is set to 144hz. At 60-120hz it doesn't. I have no idea why.
