Monitor with 30hz HDMI but 60hz DP

If the TV only has HDMI 1.4 (or older) it cannot do 4K at 60Hz, not even if your macbook can do it. If it has displayport it likely can.

(I'm assuming we're talking about 4K here)

Disregarding the MBP's graphical limitation.

 

Will connecting mDP-to-mDP from thunderbolt to monitor and mDP-to-DP from thunderbolt to monitor also display a 60hz? Or is that still limited to 30hz?

Thunderbolt uses DisplayPort for its display capabilities, so it is not a separate thing. It is exactly the same as any other DisplayPort-to-DisplayPort connection, so should work at 60 Hz.

Okay. Thanks. That was my intended question because I didn't know if Thunderbolt acted as a typical DP or not when used with a DP cable.
