probably a glitch. OP use HWmonitor for more accurate measurement.

Can i find it somewhere?

@deXxterlab97

Don't use task manager to check for clock speed

Use something like HWmonitor instead

Turbo Boost only turns on when you are in heavy load, nothing to worry about that here

Also what do you need help with exactly? What is the question

HWmonitor is sadly unreliable when it comes down to checking the clock speeds, it does funny prediction math that can cause weird results (i personally saw it reporting max cpu speed at like 8Ghz sometimes which is impossible).

CPU-Z is the best option if you want to be sure.

What kind of laptop is it? Might have some software installed that is set to performance tuning. Also all computers have a Bios but laptops tend to have it hidden to some extent.

i5 6600k @ 4.4ghz on Hyper 212 Evo

Powercolor RX 480 8Gb Red Devil @1330Mhz

Bottom line:  Don't be a spaz or an 800lb gorilla when installing your expensive CPU, and you won't have any problems. --Phate.exe

It's probably just a background application requesting CPU time, causing it to Turbo even if it isn't under heavy load. It's nothing to worry about.
