As for bang for the buck you can get the hyper 212 EVO for 30$. It has a great price/performance ratio.

"Best" is Be quiet, no question. Cools better and is quieter. Its not cheap, but I'd still opt for that though.

no idea what you are looking for but  few good air coolers are DH-15 or Dark rock pro 3( looks nice). h100i and x62 are good watercoolers. cheap coolers such as t4 or 212 evo are nice if you have a tight budget.

Noctua?

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Best performance wise Air Cooler brand IMO is going to have to be Noctua.  Aesthetics, I kinda like some of the Cryorig air coolers.  As for the AIO performance/aesthetics, I prefer the NZXT AIOs over the Corsairs.

Also, why these two brands in particular?
