scaling different on other monitors

i have one 4k monitor and one 1080p monitor. I noticed that on the 4k monitor everything looks fine. but on the 1080p monitor some programs icons are much larger and dont scale down. i have scaled up windows on my 4k monitor by 150%. here is a example screenshot below. Thanks

Im not a professional at this, but if I know a bit of sli, its pretty unstable. I would boot with 1 card, and see if the issue persists. But before that, maybe update drivers? If you have then tell me, when did this issue first appear.
