Will a random 350 watt psu from an unknown brand be enough for the i3 3240 and the rx 480?

It should just barely be enough, but please don't run a fairly highend gpu off of "unknown brand", for a very low amount you can already get a decent psu.

No. A housefire would be enough though.

 

Also you got some CPU bottlenecks in most games to be expected.

Honestly it will probably be okay. The chances get exaggerated. Prebuilt computers come with low end PSU's, and they don't explode. However, you're better off spending an extra $20 on a quality one to minimize the risk.

No. Don't tempt it. My brother in law did this and well....he's now buying a completely new computer after his psu exploded and took out his 1060 as well as his cpu and motherboard. Just spend a few bucks and get a good power supply.

You'd be surprised. And it really is beside the point. Power supplies, even cheap ones, almost never fail. When they do, they rarely take out anything else. The whole thing is exaggerated. I still think he should get a new one, but at worst his computer is likely to just crash whenever it can't deliver enough power.
