Relatively easy nowadays and you'd have to be pretty darn clumsy to mess anything up permanently.

 

As for the questions:

1. Along with rushing it (since I specialize in budget builds), spending too much money in the wrong places. It helps to get input from several sources and you should always think about why you want a certain part in the system. If it's good, figure out why.

2. Take your time. It's supposed to be fun. Also, keep a small container for your screws and every small part you're working with. Make sure the 8 pin is plugged into the mobo. 

3. Overclocking is relatively easy and not much of a risk if you follow some simple tutorials. It's not something you have to do. It's more of a tweaking thing and is more for the fun of it. Most people who do it don't actually need the extra performance. Whether it's worth the extra money for the better components and such depend on the circumstance. 

4. Depends on what kind of gaming you're doing. Something like League of legends or Minecraft can run well on a $300-400 machine just fine and dandy. It does depend on where you're located, pricing, and what you want to play though.

For $500-600, you can make a decent system that can play most games on high/ultra at decent frames depending on pricing.  May or may not include Windows btw. Sales can make or break a build.
