I ripped this out one of my computers it takes 2 sata cables internally and then there is one externally is this for testing hard drives or some thing wtf is it?

Unless you need an IDE connection and have a free PCI (not PCIE) connector, no. Likely useless to most people, handy to have around in case you do need to connect something with IDE.
