You have attached a screenshot of your Hard drives? The HP Recovery is the recovery partition to restore the system to fac. settings. The SYSTEM is a system partition, and your C: Drive and F: Drives are (should be) data partitions. What happens when you try and open a program?

Alright, here's what I would do: Move as much "data files" like pictures, videos, and such from C: to F:. Steam is currently on C: which is full and can't update. If you uninstall Steam and reinstall to F: you can update it, then move the game files from C: to F: to free more space on C:.
