I want to know how to have a working joystick hack on my rooted android 4.4 Samsung Core LTE from Bell Canada.

This will get you banned... But I have used a repo site where I downloaded a onscreen joystick to work. Kept crashing from time to time.

But isn't it impossible to run Pokemon GO on a rooted device?

Last time I tried, launch week, it worked.
I had more success by using trainers that walked using Pokemon GO API than joystick.

It worked fine on my phone until I rooted it to fix a hardware issue with one of the mics and now it refuses to load.

They supposedly blocked rooted/jailbroken phones in an update that happened back in September of 2016:
