If you can't get passed 4.4 at 1.25v, try again at 1.26v and higher.  If you only want to run 1.25v, then stay where you are.

My 5960x will do 4.6 GHz at 1.3v, but I'm okay with the extra voltage.

You have a very good CPU. To get 4.5-4.6GHz you need 1.35V, or 1.3V

CPU: Intel Core i7-5820K | Motherboard: AsRock X99 Extreme4 | Graphics Card: Gigabyte GTX 1080 G1 Gaming | RAM: 16GB G.Skill Ripjaws4 2133MHz | Storage: 1 x Samsung 860 EVO 1TB | 1 x WD Green 2TB | 1 x WD Blue 500GB | PSU: Corsair RM750x | Case: Phanteks Enthoo Pro (White) | Cooling: Arctic Freezer i32

Mice: Logitech G Pro X Superlight (main), Logitech G Pro Wireless, Razer Viper Ultimate, Zowie S1 Divina Blue, Zowie FK1-B Divina Blue, Logitech G Pro (3366 sensor), Glorious Model O, Razer Viper Mini, Logitech G305, Logitech G502, Logitech G402

but have you tried increasing the voltage like the posts above have recommended? 1.25 volts is a fairly standard OC voltage, but it's not the limit. If you are going for higher, try raising the voltage slightly as recommended (unless you are already reaching your temperature limit).

4.7, nice.  What did you stress test it with and what were the temps?

If you have a thermal limitation, you need to back off to say 4.6 and work towards stability. You can't fix hot.

Nope, that's a great overclock.  Almost exactly the same as my 5960x.   4.7 on my 5960x jumps up a lot closer to the 1.4v mark.
