This will be bottlenecked by your current CPU but it's the best under 200$ that you can get (FPS/$-wise):

CPU: AMD Ryzen 7 5800X3D GPU: AMD Radeon RX 6900 XT 16GB GDDR6 Motherboard: MSI PRESTIGE X570 CREATION
AIO: Corsair H150i Pro RAM: Corsair Dominator Platinum RGB 32GB 3600MHz DDR4 Case: Lian Li PC-O11 Dynamic PSU: Corsair RM850x White

I would go for one of these, preferably the TI if you can squeeze it in.

is that rx480 worth the money? I'm planning on building a pc for my brother and he will start getting money around christmas. Maybe by then nvidia and amd will have nicer cards (vega and volta) Should I wait?  I understand it's a stock cooler but is it worth it over spending an extra 50 or so on a better cooler?

I'm not sure about the RX 460 however I do know that the GTX 1050 doesn't require extra power.

For 180$ + a free copy of DOOM it is worth it, but around christmas Vega will be out so there might be better alternatives or you'll get an RX 480 at a better price.

Around CHRISTMAS!?!?! Vega is confirmed Q2 2017 unless AMD says otherwise.

Anyway,OP. If you HAVE to stay under $200, go with an RX 470 and a new PSU like the CX450M

I would definitely get a 1050 over 750ti due to the better performance for such little money. It's what the 1050 was designed for.
