Use Xbox Pad to control the mouse, but ONLY in the desktop?

Is there any software that will allow my Xbox One pad to control my mouse pointer and clicks, but ONLY when in the desktop, i.e. it disables the moment a full screen app or any game opens?

 

I have a living room PC that I use exclusively for games and it works perfectly with Steam BPM. But it is a pain for non Steam games, like Forza (Windows App), or anything in UPlay or Origin. I have a wireless keyboard that I have to use simply to close boxes or open games, and then shutdown if my BMP won't come back.

 

It would be great if I could have my pad control my mouse pointer on the desktop or when a non full screen app is running to solve this, but go away whenever a game is running so the controller is just a controller. Does such a thing exist?

 

I know a Steam Controller can sort of do this, but I'm not getting a Steam Controller.
