Having a 1920x1080 would allow you to display 1080p yes.

i know this is an obvious question but is having a 1920 x 1080 monitor allow me to play at 1080 because i found out that my 20" monitor is actually only 1360 x 760 so thats why everytime i change game graphics to 1920 x 1080 everything is beyong my screen

I don't really get it, you answered your own question..

 

If 1360 x 760 is your native resolution anything above will be an upscale, for better or for worse.
1920x1080 = 1080p - yes.
