Dell poweredge T300 motherboard won't boot

I have a Dell poweredge t300 motherboard and a Xeon L5430, and two sticks of ddr2 ECC Ram. can some one help me, i can't get it to boot what so ever. Could the board be dead or the cpu maybe, the psu is fine working in other systems, psl help me.

check the ram is compatible

The ram is in the compatiblity list, så maybe the motherboard is dead :(
