Does this PC seem like a good value?

I want to build a PC that can 1. have a decent FPS rate in games (e.g. Counter-Strike: Global Offensive, League of Legends), 2. can edit videos in Adobe Premiere (non-4K) and some light editing in Photoshop, and 3. has the potential to withstand multi-tasking (i.e. it should run fine if I have Photoshop running in the background, some Chrome tabs open, Steam open, etc.). The parts that I have in mind are an Intel Q6600 (that I will overclock), and R9 270X or RX 460 (basically an AMD card that has decent performance along with a reasonable price), and at least 8GB of RAM. I have been looking on Kijiji for some pre-built systems that I can just add a better GPU in, and I have stumbled across upon a rig that seems reasonable to me (http://www.kijiji.ca/v-desktop-computers/mississauga-peel-region/work-pc-windows-7-quad-q6600-quad-core-2-40-ghz-500gb-8gb-ram/1233117478?enableSearchNavigationFlag=true). Is that PC worth the price or should I keep looking?

 

Also, would this build function without any problems and bottlenecks?

Questionable power supply, but apart from that it would be a solid 1080p gaming rig combined with an rx 460 and possible a new psu?

It looks like a great value to me. I am not familiar with kijiji but if you know it is a good site then it will work well. I do think the RX 300 series of cards are the best value out there and if you are playing games like CS:GO and LOL an RX 460 should be great.

Does look good, you don't really need to overclock for games like CS:GO and LoL but if you do I'd recommend replacing the stock cooler, it doesn't have to be anything special as the case provides pretty good cooling, it looks similar to one of my first builds in an Antec 1200 case which has great air flow, can get noisy with all the fans on high though, considering your budget I'd say go for it.
