They can each hold many different codecs. So depending on your needs, you might simply be able to rename the extension.

 

Actually re-encoding it will have quality loss of some type (might not be noticeable though).

You can try handbrake. It's a free utility that can transcode many video formats. If that doesn't suit your needs, you can start a trial version on any Adobe CC software (Photoshop, Premiere, Lightroom, Audition, etc.). This will download the Adobe CC control center (or whatever it's called) from which you can download Adobe Media Encoder. This is a professional video encoding software which should be able to handle basically anything you throw at it. Also, you can use Media Encoder even after your trial period for the other CC program has ended.

You can try handbrake. It's a free utility that can transcode many video formats. If that doesn't suit your needs, you can start a trial version on any Adobe CC software (Photoshop, Premiere, Lightroom, Audition, etc.). This will download the Adobe CC control center (or whatever it's called) from which you can download Adobe Media Encoder. This is a professional video encoding software which should be able to handle basically anything you throw at it. Also, you can use Media Encoder even after your trial period for the other CC program has ended.

Just out of curiosity, what codec is the file encoded in? MV4 and MP4 are both "containers" (Basically file extensions with a supported list of features) for the MPEG-4 standard. They can each hold many different codecs. So depending on your needs, you might simply be able to rename the extension.

 

Actually re-encoding it will have quality loss of some type (might not be noticeable though).

im just trying to get them to mp4 so i can scale them down to 720p for easy editing in another converter

I would simply try (making a copy first) renaming the file extension, then open it up in your editor and you should be good to go. You might find that you do not even need to convert the file at all.

Well yes they are. But it's POSSIBLE it's also using a codec that his program won't read... But in all likelihood, renaming the file is all he needs.
