is this what i need?

so im getting a samsung t3 ssd. i also have a 9.7 ipad pro.  my question is will this cable allow me to transfer stuff from the ipad to the ssd?  the ssd has a type c port for connectivity or is there something else that i need.

I would think that is all you need, I might be wrong but I think what you have is okay.

That does not work with any apple devices other than mac books or apple desktops. Dont even know if that cable would charge the ipad.

One other issue may be that according to this WCCF Article: http://wccftech.com/psa-no-mfi-usb-c-lightning-cables-apple-makes/, Apple has not certified any Type-C to lightning connectors under their Made for I-device program. My understanding based on the article is that if anything goes wrong with your device when using it, you would be SOL on the warranty.

Does the phone and iOS even support moving stuff to connected external storage without running iTunes on PC?

That's a good question... I personally haven't had an iPhone/Apple iDevice since the 3GS mainly because of these kind of restrictions.  It might be possible through a Jailbroken OS. Although, I guess at that time warranty concerns are out the window as well...
