Cheap wireless mouse working on desktop, not on laptop??

Don't know what's up with this, I bought this cheap mouse  for my laptop (MSI GE72VR) and it will not work on any of my USB ports. Windows usually doesn't even detect it, and when it does, it says the device has malfunctioned and cannot be recognized.

 

I go over to my desktop, plug the receiver in and it works immediately. I don't know what to make of this, BIOS, drivers etc are up to date on the laptop and I have no problem with any other peripherals. 

 

Anyone have an idea what's going on?

2.0 and 3.0, neither working unfortunately
