VRM cooling for mini itx motherboards

I'm planning on doing a m-itx build in Silverstone Sugo SG13 and the build will be very tight. There are some good options for motherboards right now z/h170 is on sale and z270 are new. 

 

So I have a couple options and I'm looking for some feedback if anyone has input or info on the boards that is much appreciated. Right now I'm torn on between two boards. 

 

Asus H170I-Pro/CSM

Asus z170I pro gaming

The Asus pro gaming is my go to, but for less money the other one has dual intel Nic's (convenient for my Nas) and has usb C, but lacks VRM heatsinks. 

I have a i7 6700 non K so H170 vs. Z170 is irrelevant and so no overclocking = no requirement for heatsinks. 

But the very tight and limited airflow in the case is my worry, would it be more beneficial to have VRM heatsinks in a tight m-itx build, even if I'm not overclocking? 

I suppose also, is it more beneficial over saving $50 and gaining dual Nics?

Its just the airflow will likely be less in the case, and I like silence so I don't spin fans as fast. So airflow will be reduced plus if a non heatsink is added in the future, I would much rather not make critical mistake now and regret it.
