QX9650 cheapest reliable cooler/CPU+Cooler matching

I have a QX9650 and am looking for a cheap but capable cooler for it.  Recommendations please!

Also, is there a rating system for heat in cpus and coolers?  Is there a spec for coolers (heat dissipation/time or something) that can be matched up to a spec for CPUs (heat generated/time) for optimal CPU and cooler matching?  How do I know what "amount" of cooling I need for a particular CPU?

I mean like, is this good enough to cool that CPU with no overclock?  Or do I need something beefier?  I realize that little cooler is NOT an OC cooler, but what do I REALLY need here?

I'd say get a cheap towered shaped cpu cooler ( those with pipes ) just like cooler master evo 212.
my xeon x5460 TDP is 120W and i have overclocked it to 4Ghz with some minor voltage increase and im using this cheap ( Xigmatak LOKI SD 963 Cooler) bought it for $20 used year ago.
As far as temps concern, it never go above ~73C in gaming, because of its TDP and overclock my Idle temps are ~50C.

I'd go bigger. 130W is a pretty beefy CPU. A Corsair 400C is pretty wide, if I'm not mistaken, so you've got room to work with. The Deepcool Gammaxx 400 is pretty all-world, beating lots of other coolers in its class including the H7 and 212 EVO, and it's $15 at Newegg right now after a $10 rebate.

Aerocool DS are the best fans you've never tried.

This particular system (with the QX9650) is on an older Asus board in what amounts to an open frame/test bench. Not the system listed in my sig.

Crap, the rebate ended.

 

It's still the best of the budget coolers, and the cheapest of the decent 120mm towers.

I tried the cooler master evo 212 on my QX9650, and it got pretty warm. I eventually bought are really nice noctua (dual tower heatsink w/ 2 140mm fans) off of craigslist for it. Now, even under full load, it barely reaches 55 C in a 20 C ambient. So my cooler is probably overkill, but I'll be able to use it for my next computer so I don't care.

 

Tcase for the qx9650 is a very low 64.5, so it can't quite get as hot as modern processors. 

 

EDIT: I would definitely NOT put one of those flashy tiny coolers on it. It's a hot chip.

 

Also edit: If you end up not using it, I'll buy it off of you!

Went with this thing.  4 direct contact pipes, easy to swap fans, blue and white matches my aesthetic until I do "real" fans.  Cheap eBay shit, but then again, a socket 775 build is basically just for nostalgia anyway.

At start.
My Xeon x5460 which has 120W TDP was having high temps. Later i found out i was using poor and cheap quality thermal paste also i was giving extra voltages which wasn't required.
I'm surprised that you said evo 212 does not worked well on your QX9650.
Evo 212 considered one of the best air coolers in the market also for overclockers too. 
You should replace your Thermal Paste and don't forget to check Voltages in your Bios as sometimes there are auto voltages set in Bios which deliver extra voltages ( which does not required, talking about VCore ) to Chip that makes it hot.
Whats your IDLE temps.

First off, no the evo 212 is NOT the best air cooler on the market. It's a GOOD cooler for cheap. There are MUCH better air coolers out there. The voltages are fine, the thermal paste is the best on the market. Load line calibration is turned off to prevent extra voltage.

64.5c isn't that low for tcase. The 6700k has tcase at 64c.

The 212 Evo should be plenty for a QX9650. What were your load temps?
