Intermittent Whole Screen Flicker

I am having a whole screen flicker/stutter where the screen goes black. This is never during a game(at least so far) I have only noticed it while using web browsers.

If I am on youtube it doesn't matter if a video is full screen or not, when scrolling down my facebook news feed, and when watching other media on sites like HBO or Showtime. I have kept Task Manager open and it flickers as well. Also I have turned off power save mode in the Nvidia control panel with no effect.

Again, I have only noticed this while an internet browser is on. I have completely removed my 1080 drivers installing most recent and previous builds.

OS: Windows 10 64bit
VGA: EVGA 1080 SC

CPU: FX-8350

MOBO:  Gigabyte 990FXA-UD3

Memory: 2x HyperX FURY 8GB 240-Pin DDR3 1866

2 TB HDD and a 120 GB SSD

PSU: Corsair RM1000x 1000 Watt

Bios Version: F3

Check/replace display cables maybe...

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

I will definitely look around for a spare hdmi but the fact it only happens while using things like youtube and facebook but not full or windowed screen gaming means most likely not a cable issue.
