Hell, a email to parents on how internet safety works and how to censor your child from those kinds of things would be ten fold better than what they're doing. If the parent feels that their child needs to be censored then they will do it, if they don't feel that way then they'll let their child explore. Atleast it gives the parent an option

EXACTLY!!! This is perfect. It should always be up to the parents. Stop with these parents going to the government to enforce their viewpoint on every other parent. Probably what happened here in the Philippines.

Indeed. If I'm an internet service provider and my government asked me to ban child pornography, how am I supposed to do it? Create an algorithm that specifically blocks porn videos marked with child porn? This is very much like looking for a needle in a haystack since looking for titles and tags that may suggest child porn isn't going to work. Also, banning porn might also ban some other legit stuff like lessons in the reproductive system for elementary school or thesis/dissertation researches about sex and sexuality.

This harkens me back to Youtube's content ID system, where since it doesn't have the discerning power of a human, it's been blocking tens of thousands of fair use cases in videos. You can't (yet, and hopefully not ever) trust a computer to make a decision.

True. But what about stuff for grown ups that doesn't mean someone is a porn monger or a pedo? What if someone is a PhD student of sociology/anthropology/psychology who is doing research about the evolution of sexuality? Just like YouTube's content ID system, ISP bans on porn isn't know for their pinpoint accuracy. That PhD student is left with no resources to conduct his/her research. Besides, if were going to call pornography on the basis of having naked people, then what would happen to artists and models who are legitimately having their source of income from half-naked or 90% naked modelling? They're basically robbing them off of their incomes. That's why I do not condone this ban.
