Drawing a blank here about the Hunger Games series.

So... I need some examples in the book showing the concept "one person's Utopia is another's Dystopia". Reason being, I'm writing an essay reflecting on this book series and after about a month of reading 600+ pages I'm drawing a blank here. Can anybody point me towards scenes like this?
