Can you identify a bottleneck?

Is it possible to look at a GPUs specs and your CPUs specs and determine if the GPU is bottlenecked?

If there is a big difference, yes.  Give us the specs.  You can also use something like HWMonitor to see if one is being maxed out during a game.

In theory, yes.

 

In practice, it depends heavily on the application.

Just because x component can shuttle x amount of data doesn't mean it's going to.

In some circumstances if the CPU has been around for long enough. For example, an FX 8350 will bottleneck any graphics card down to around an R9 280X, while at 5GHz (FX 9590) the limit becomes a GTX 970 or R9 290X/390X

Those are balanced.  However, they're both very outdated too.  If you upgrade either to something modern, the other will bottleneck it.

It depends on the system specs and what you're doing.

 

For your system as is OP, there is no bottleneck per se, because you can push the GPU to its limit and you can push the CPU to its limit. But if you were to upgrade the GPU to a GTX 1060, then it would be bottlenecked by the CPU.

This is where I recommend an upgrade to at least this, http://www.cpu-world.com/CPUs/Core_2/Intel-Core 2 Quad Q6600 HH80562PH0568M (BX80562Q6600).html  , and at least a GTX 650/GT 740. With GTX 650ti or 750ti 2GB being a far better option.

Not true. Example: While FX8350 may be bottleneck at 1080p resolution it may not be at 1440p and 4k.

Also depends what FPS are you trying to get. Does it matter if at 1080p you get 80FPS with FX8350 and 130FPS with i7 6700k if you have 60Hz monitor?

What are the minimum FPS? There are a lot of things to consider. Is the game heavily CPU bound?

That CPU is going to be used-only, and it's 10 years old. 

 

@v0nn_toasterHonestly, I think it's time for you to build a new PC altogether.  If you try to upgrade what you've got, it's going to cost you the same amount of money because compatible products will be so expensive.

I've got an i7-4970K and a GXT 750 Ti.  There is no question my GPU is bottlenecking my system on modern games.

You would be better off with a uad core Xeon-any of them really, than a dual core. None of them are proper upgrades.

Anything the OP gets without replacing the motherboard is going to be used, so its a moot point. And used CPU are never a bad thing unless you know its been through a lot of overclocking. As it is I've got a Pentium III 667 that has been run at 750MHz its entire life and right now still runs at its stock voltage just fine-and the same goes with my Celeron 300A (450MHz 24/7 OC).

On another note, it only cost me $50 AUD for my Xeon X5450-which ran just fine on my cheap+old Asus P5K VM-and have only dropped in price since I bought it.

When you look at the minimum FPS+frame times, even at 1440p or 4K the FX 8350 will still bottleneck anything higher than a 280X.

Three things:

  1. That power supply is kind of dodgy.  I would suggest getting at least an 80+Bronze one.
  2. I know it's more money, but you'll get a huge performance boost if you add a SSD for Windows and a few specific programs.  This is a good 240GB one. The 120GB is an option too, but your only saving like $15 for half the storage. 
  3. Are you sure you want an external DVD drive?  This internal one is cheaper and quiet. I just bought it for a customer.
