PWM Fan hub connects to motherboard?

Yes, but controlling with a software such as SpeedFan will make all of them the same speed. And those fans will work with the hub

Yes, but the software control will only control the hub and rpm will be same on the fan connected to it. If you want individual control of the fan you will have look at other option such as corsair commander or nxzt fan hub or something along those lines which allow individual control on fan hub through a usb 2.0 connector. Don't you have enough fan headers on your current motherboard? You could also try a 2 way splitter.

Would the 2/3 way splitters allow individual control?

no, it still controls the fans connected to the splitter all the same

No splitter allows individual control only software based fan hubs like the NZXT Grid+ V2 or units like the Corsair Commander can do so. Just note that Grid+ V2 is only 3 pin so it's not capable of 4 pin PWM control. 

 

Also just something to mention unless your running those fans in complete open air with no filters or metal mesh they aren't going to be very amazing.
