Can this be water cooled

I was making some changes to my future PC and I decided to check out a new board.  I don't plan on water cooling right away.  But I plan on using the PC for heavy editing,  coding,  animating,  rendering.  No games really.  Maybe minesweeper.  

ASRock X99 Extreme6/3.1 ATX LGA2011-3 is the board.  I'll water cool if Temps get too high I guess...  But I wanted to use this CPU cooler.  Do they need fluid...?  Like can I have one component water cooled without a reservoir? Corsair H100i 77.0 CFM Liquid CPU Cooler

for a specific productivity PC, stay either on air cooling or an AIO cooler.

$800 for mere aesthetics and not really forwarding your productivity level is not 'smart money' spent.

GPU(s) benefit more from liquid cooling to allow the GPU boost to stay higher longer. the CPU can easily be cooled via AIO or high-ended air cooler.

Would I need additional fans for my case or replacement ones incase they are crap?
