Buy a after market cooler?

It depends..?

If you get low profile RAM it shouldn't me a huge issue, I'd be more concerned about fitting it in the case.

Manufacturers don't measure specs in the same way and that includes TDP. 

TDP is also a pretty bad spec to base cooling off of when it's not taken that seriously on the cpu side.

It depends on the motherboard and how the cooler is mounted. 

A PR Slim or PR would be quieter than the 212 Evo and keep your temps in check.

If you're worried about blocking the pcie slot, the smaller PR Slim would be a wiser choice.
