GPU application usage issue.

So, I'm using EVGA precision to overclock my GPU. I am also running an application in the background called Razer Synapse which all that does is it allows me to quickly change keybinds and such on my Razer hardware. However, for some reason both Razer Synapse and EVGA precision is using my GPU which is causing me to run at base clock while idling at desktop. The weird thing is though, that going into Nvidia control panel and changing the setting "Power management mode" to something different and then back again will cause the applications to stop using my GPU completely but still work exactly as they did before, until I reboot my PC and they will start using my GPU again? Any help / tips would be greatly appreciated since this is annoying me greatly. Thank you and have a nice day :-)

razer software have so much problem with my setup when i tested my friends razer mouse, i am suggesting you uninstall it temporary and see if that helps.
