GPU clock speed stuck

It happens when your overclock is really wonky, its a failsafe, restarting the computer helps.

I got this problem with my gtx 675m that for some reason i cant change its clock speed nor will it change it automaticaly its just stuck at 50mhz even when gaming so i literally cant play anything if someone knows how to fix help please.

Thats the clock its currently running at, it wont increase unless its under load. 

Please quote our replys so we get a notification and can reply easily. Never cheap out on a PSU, or I will come to watch the fireworks.

i tried running gta v and dying light but it staid at that clock speed and wont go up.

update: opened dying light and now it went up tiny bit but thats not even close to the clock speeds its suposed to be. Why wont it go up anymore?

update2: after restarting pc 3 times it now went to clock speed its suposed to be (kinda) now its stuck at 620mhz even in idle
