South Carolina law would force Anti-Porn filter on new PCs; $20 to remove

South Carolina is attempting to crack down on porn accessibility, starting by locking new PCs from viewing porn out of the box:

Lawmakers in South Carolina are mulling over banning the sale of computers, tablets and phones unless they have a device that automatically blocks pornography from popping up on-screen.

The Human Trafficking Prevention Act amendment, introduced by State Representative Bill Chumley (R‑Spartanburg), calls for manufacturers and resellers to be fined if they sell an internet-connected PC or handheld in the US state without a filter capable of stopping smut from appearing by default. The proposed stiff rules, drawn up late last week, follow a crackdown in the state on human trafficking in 2015.

Legislators claim this a non-partisan issue that must be addressed quickly:

"It's where almost everybody has access to a computer now. It's porn on demand," Chumley told the Spartanburg Herald Journal over the weekend. "We have to start somewhere ... we're bringing attention to it. We're not being political. It's an issue I'm pretty passionate about."

There is a loophole however in this proposed law; pay $20 to confirm you are "of age" if you want to unlock porn on your new desktop:

There is, however, a caveat. The horny-handed sons and daughters in South Carolina will still be able to get their grumble flicks on demand, so long as they pay a $20 charge for permission to do so and can prove they are of adult age.

as you can see there would be criminal punishments for individuals violation this law by removing the lock...

 

Opinion: this sounds like more social conservatives trying to micromanage citizen's lives while extracting a bit of cash in the meantime.  Perfect example of big government at its worst.

I can't see any major manufacturers making seperate SKUs just for one state...

Given financial incentives, they will.  The gun industry makes separate weapon versions for the People's Repulik of Kalifornia and other such states.

I could see some weird form of windows being mandated in SC with the right incentives; not OSX / Macs though, doesn't seem like something they would do

While a software based block would be cheap enough to implement, anyone with any trace of PC know how will easily bypass this block. Download new Windows image, install. Or run Linux if Microsoft IP bans SC from vanilla Windows.

I'm saying that a hardware-based solution will be implemented if the tech companies look like they'll be losing money from not selling to SC. I'm not disputing that a software solution would be easy to break.

 

Besides, now it's seemingly uncool to be technically literate in some spheres of society, plus all the people who just don't care enough to properly learn computers.  I could see the twenty dollar tax being actually significant because of this illiteracy.

Little bit excessive imo, though I do agree with pornography being a bit too easy for really anyone to access, either intentionally or unintentionally.

Unless a hardware based solution looks for watermarks, I fail to see how one could be implemented without negatively impacting performance (that is, if such a block targets all content including locally stored content). Of course, it is Doubtful that politicians consider feasibility of controlling an open platform as the PC.
