G4400 gives mouse lagging issue when downloading

Finished building a budget system yesterday, with an Intel Pentium G4400 

A little bit of disappointment, when I was downloading software like Google Chrome, Skype, and Microsoft Office.

The mouse was lagging so much that I cannot navigate smoothly. However, it has no problem when it was not downloading things. I checked CPU Utilization, sometimes it has spikes up to 100% on the CPU

I am using Logitech MK270 Wireless mouse and keyboard, I checked with Device Manager and made sure the software for the mouse is the MOST updated one. 

 

Not too sure what causes the lagging, but it feels like the G4400 is not capable to operate when downloading software. Anyway to fix this? Will overclocking the G4400, giving it more processing power fixes this slowness while downloading issue? Does this has anything to do with Windows 10 updates? But I have not experience this slowness problem while downloading with my i7-4770K system though. 

 

System Spec: 

Intel Pentium G4400 at stock

AsRock H110M-DGS

Kingston HyperX Fury DDR4 2133mhz 2x4GB

AMD 5450 1GB video card for display only

Corsair CX430

Intel 530 Series 180GB SSD

Windows 10 Pro

A G4400 should be more than capable to download something without breaking everything.....something funny is going on. I'd run a stress test on the CPU, RAM, and on the storage to make sure there are no issues there. Then I'd run an antivirus and anti malware. I'd also try a wired keyboard/mouse. And if that turns up negative, then I'd reinstall windows and make sure everything (including drivers) was installed correctly. 

 

Also, why are you using an HD5450? The G4400's iGPU is good enough for what you're doing (unless you're running more than two monitors).

The MK270 combo tends to be kind of funky. My sister has one and it will just randomly lag to hell and back.

but the mouse only lags when i was downloading software, otherwise it is smooth.

It could still be an issue with the mouse. You should try a wired mouse (or at the very least a different mouse) just to be safe.

Only thing I really can suggest is setting Windows' power mode to performance and not balanced.

Thanks for the suggestion. 
I am using the HD5450 for the HDMI port lol ... the AsRock mobo is too low end that it does not has a HDMI port.
