NF-A12 what fan's are these I don't even see them listed on their site?  Do you mean the NF-A14s?

That's gunna depend on what you consider loud. I have regular NF-F12s and main difference is they aren't as rugged (as in not water resistant like the industrial) and they only go a max of 1500 rpm.  With any fans as you run up the speed they will get louder and when your putting them on rads your going to get more air noise as the air bounces off the rad fins as it passes through.  So at 50% yea they are gunna be louder then mine at 50% (750rpm vs 1000 rpm) but whether its quite or not is pretty subjective.  I can say for certain that at 600 rpm they are pretty damn quiet I'd have to be sitting in my room in silence to hear them.
