Samsung 28" 4K UHD 60Hz 1ms GTG TN LED FreeSync Gaming Monitor (U28E590D)

So I've built my pc, but want to have an upgraded general desktop experience (4k) and freesync.  My current monitor is just a plain 1080p dell from 2010.  It is ok, but not great.  In the past I have tried 4k monitors and 1440p, but was turned off by the insane pricing >650 Canadian.  I just bought this monitor: http://www.bestbuy.ca/en-CA/product/samsung-samsung-28-4k-uhd-60hz-1ms-gtg-tn-led-freesync-gaming-monitor-u28e590d-black-titanium-silver-u28e590d/10383477.aspx?path=aeb33a17dc3952cf2dcfe3331afbaf5ben02 

 

My question is, will this be able to game downscaled at 1080p, with freesync allowing me to achieve greater then 60/hz fps, or will it be capped at 60hz/fps?  It says 60hz, but I don't understand what the point of having a sync technology is at this refresh rate...

 

If anyone has had experience with this monitor, please post your thoughts and experience.

you might be able to overclock your monitor more if you set it at a lower resolution

Might, i honestly just don't know
