You might just want to resort to your nearest bottle depot for a rig :D

if you want a challenge then build this:

Match a 4k monitor. keyboard, mice, speakers, usual peripherals are not required.

Must be able to run linux and run virtual machines, so that means it must be minimum quad core but I prefer more.

Must have min 240GB SSD. no large storage drive required.

Parts must be available in NZ.

Needs at least 2x gigabit NICs.

Try and get it under $1000NZD. Current setup is a 8 core AMD-FX 8120 so it needs to perform better at software compiling and running virtual machines. Benchmarks for these can be found at https://openbenchmarking.org/

Wait I just realized I actually do have a challenge for ya.

My friend (might) get a $700 PC build for Christmas. Might. I'm too lazy to make the list myself. Yay, someone else can do it for me now!

I don't think he has any real special requirements. I'm pretty sure he plays Civ and wants to play Overwatch but as of now I think those are the only games he'll be playing.

I was thinking of an i3+rx 470 build.

Also plz include the $30 for Windows. He needs a monitor and peripherals too (1080p monitor would be preferred for sure. Peripherals probably don't need to be too nice. I think there's a freesync 1080p 75hz monitor out there for $110 so look at that.

Make sure to quote me or tag me when responding to me, or I might not know you replied! Examples:
