It would be users choice. It might have a keyboard shortcut or an icon on the upper bar that you click to turn the feature on and off. It would also have to have a drop down menu so that you can tell it whether it should interpret numbers as decimal, hex, or binary.

The point isn't that it would be able to determine context clues and know which numbers should be changed and which shouldn't, the point is that people wouldn't have to make enough copy pasta for ten to read this thread, even though it would render the rest of the page unintelligible while reading those portions.
