Transparent blue circle on iPhone 6S screen

My friend's iPhone 6S screen has this spot on the screen where the pixels are more blueish than others.

 

Any idea how to fix this?

I think thats stuck pixels on the display, not dead because theyr not switched off, but if hes tried a hard reset on the device and checking how it fairs under different angles and brightness levels, the display might need to get replaced. 

 

Tell your friend to either get that Iphone repaired by an official or authorized Apple retailer or try it for himself, following an IFixit guide preferably:

I think apple released a software version that stopped doing this because of community outrage.
