Low sound on a budget

Hey, I just wanted to know what was the best solution for lowered sound from AIO cooling (one case fan and stock cooler) but on the low end ($0-50, preferably $30 or lower)

Do you already have one? If yes some people plug water pumps directly to their motherboards so they can decrease its speed to make it quieter.

If you want to by something for that price big air coolers should be quieter.

Are you asking for a cooler recommendation?

If you want quiet, you should be looking at air cooling to avoid pump noise.
