Yes, however this deal is not an auction and it's not secondhand.

 

While eBay is known as an "auction" site, it does offer alternative methods of selling. Just like the link the Op posted.

 

The warranty is rather questionable, but Newegg says returns are hassle free toward the bottom of the ad.

 

I would be surprised to see this post removed.

this deal has been going for quite some time.

 

I am hearing rather negative feedback. 

 

It's also HUGE. ITX build will not be happy about it.

It still isn't allowed and will be removed. They remove ebay newegg links all the time.

As others have mentioned Ebay Links are not allowed.

It doesn't matter if it's a legitimate seller or even newegg. If the url starts with ebay.com it isn't allowed.

Same card is available on Newegg.com for $369 USD. At least in this case, their eBay listing was actually cheaper than their website.

Sometimes Newegg lists things on eBay for MORE THAN THEIR .COM/.CA PRICE which makes absolutely ZERO sense...
