USB 3.0 Pinouts on MOBO but no actual header socket

Most likely not. They just use the same PCB design to save money and just dont add some components, or use different variants of components that support different things.

It's silk-screened, they use the same PCB for multiple motherboard models. Obviously at least one of the other models has a USB3.0 header.

 

I doubt it would actually work. But if you're brave enough to try soldering a motherboard, I wish you luck.

Most likely no, as there's some surface mounted components near the header which are missing. Those may be tvs diodes or missing fuses for usb power or the actual usb 3 chip etc

You may have better luck soldering two additional sata connectors, those may be active. Or, you may enable them by flashing the board with the bios of a motherboard in Asrock's inventory that's very similar to yours (same chipset, same onboard audio, network, maybe just mATX instead of ITX, something like that etc)

why not return and get one that has a header
