How bad will an FX 8350 bottleneck a gtx 1060 6gb?

GTX 1060 6GB is as powerful as a GTX 980. The bottleneck will be present, but it will not be that severe. Don't get a GTX 970 for fear of bottlenecking, even with the bottleneck, the 1060 will still be faster.

Is there a specific 1060 card that has the best price/performance?

Just buy your GPU, if it's not fast enough buy X99 or Z170 platform and go from there.

Not as bad as all the people make it sound.... Get the GPU u will see FPS improvement and later u upgrade your CPU to get more stable FPS.

With a single rad, don't overclock. But, if you get a better watercooler, then overclocking can dramatically increase your FPS!

OC will help, always does if its a good stable OC. ANy watercooling should provide better cooling than air but it doesnt mean u can push the CPU way too high, there are still limits.
