Payday 2 stuttering at 60 fps

For some weird reason payday 2 stutters even though all fps counters say it is at 60 fps. The stuttering only began recently, before it was completely fine.

 

Hardware

RX 480 4gb

i5 3330 3ghz

Play around with full screen and windowed modes. 

 

Sometimes for some reason that goofs games up

OK, i somehow managed to fix it by turning random settings off i.e flush gpu DOF and some other crap, but i had that turned on before and it didn't stutter before so i have no clue what the hell is wrong with the game.
