Recieving more average response time on 1 hdd

Hi,

 

So I installing a game from steam and when i went to task manager my main drive does at least 10.1 ms for average response time, but the other one on the other hand does from 600ms to 11000ms. Is higher ms better and if its not, how can i make it a bit better? Also there is sometimes no response for a while until it starts again.

 

1st pic is the one with high response and the other the lower one.

It's because the drive is maxed out on the first picture, the response time is significantly higher than the drive only being %15 utilized.

Either way at 100 it like still between 10 to 200ms

Run crystaldiskinfo to check if your drive is failing.
