  1. Use pcpartpicker, it will be a LOT easier and you can see the best prices easily
  2. Don't get a Gigabyte card, I've heard they don't have the best coolers. Go for EVGA or MSI.
  3. Consider switching to an i5-6500 and compatible mobo (about $20 more for the CPU but your friend will appreciate the performance boost in games)

Agreed. Also swap RX 480 for a GTX 1060 if you like. With saved money you can get a 6500

Also don't get DDR3 RAM. Get DDR4

Most of all, please not the PSU. Get something Tier 1 to Tier 2 

Next, get a i5-6500 instead of the AMD. You will see drastic improvements on single core performance. 

 

Last, change that to a Asus Strix. Much better cooler on it.

Also, if you're not going to play at high settings on 1080p, get a 470 for $100 less.
