Upgrading PC

Hello, I want to upgrade my current PC in order to play games such as GTA V Witcher 3 and all the A titles in general. I can see that my PC is falling behind and I really want to upgrade but I'm on a tight budget. I am at around 500 GBP (English pounds) can go up to 600 bu that's max. I know I need a new CPU and GPU, I might need to change the PSU as well for the new card. also I need a recommendation for a really good looking monitor, the one I got now sucks. I think it would be better for him to get a 8gb now, because games are starting to use more vram in games. He can then grab a 144hz monitor later and not worry about vram concerns.

It's very rare for a game to exceed 4GB of VRAM at 1080p. He'll be fine.

The monitor has a Freesync range of 47-75Hz so it's actually quite decent. It's not that hard to search around and find people constantly commending Freesync (or G-Sync) for the fluidity it offers. I was initially going to recommend a GTX 1060 6GB but a RX 480 + a Freesync monitor is too good to pass up.
