If I have a game in Borderless Windowed are the frames capped at 60?

I play games in Borderless Windowed, and I have a 144 Hz Monitor. Is the Refresh rate capped at 60 if it's on Borderless?

 

Game I'm talking about is CSGO

turn off vertical sync if its on.

Playing windowed doesn't effect on refresh rate or cap fps. I've only noticed it defaulting some brightness settings.

Didn't think it did, saw some idiot on reddit saying contrary and I wanted to make sure with people who have atleast slight idea about what they're talking about.

If anything, fps might get better. Don't ask me why, some games are really weirdly optimized.
